Burnham says EU free movement vote requires evidence first

The Prime Minister told the Sunday Times that any decision on restoring movement rights must wait until after the next general election.

Prime Minister Andy Burnham stated on 24 October 2026 that the UK needs an evidence-based discussion on restoring free movement between Britain and the European Union. He told the Sunday Times that the process must be factual rather than ideological.

Burnham previously pledged in Labour’s 2024 election manifesto to rule out returning to free movement, joining the single market, or entering a customs union. Those red lines suggest any major shift in the UK-EU relationship will wait until after a general election. That vote is expected by 2029.

The Prime Minister acknowledged that free movement presented challenges. He noted that European migration patterns have changed over the last decade. Burnham contrasted current trends with what he called revolving door migration, where individuals move back and forth frequently.

He also highlighted the benefits for young Britons who use these rights to live and work in Europe. Burnham argued that these reciprocal advantages are part of the necessary conversation.

The Prime Minister plans to meet EU leaders at a summit in Brussels on 20 November. This meeting will precede any detailed negotiations on a new bilateral deal.
